IEEPA Tariff Refund Process Explained: Eligibility & Next Steps

netParcel remains committed to keeping our customers informed on the latest CBP-related news, and would like to share an important update regarding the recent developments in the IEEPA tariff refund process.

First Steps

As of April 20, 2026, U.S. Customs and Border Protection (CBP) has officially launched the Consolidated Administration and Processing of Entries (CAPE) portal within the ACE Secure Data Portal. This new system allows importers of record to begin submitting requests for refunds of eligible duties previously paid under certain tariffs imposed pursuant to the International Emergency Economic Powers Act (IEEPA). This follows the recent U.S. Supreme Court ruling invalidating those tariffs.

Phase One of the CAPE process applies to qualifying IEEPA entries finalized by CBP within the past 80 days (January 30 through April 19, 2026), with additional functionality and guidance expected as the program continues to expand. We are actively working with our carrier partners to better understand how this refund process will be managed on behalf of our customers. As soon as we receive further guidance specific to carrier-filed entries, we will share any relevant updates.

Do Your Shipments Qualify?

  1. Refunds apply only to duties assessed under the IEEPA 35% reciprocal tariff program. Tariffs imposed under Section 232 or Section 301 are not eligible for refunds through this process and will continue to follow the Post Entry Protest process.
  2. The separate 10% tariff implemented under Section 122 of the Trade Act of 1974 remains in effect and is not eligible for reimbursement under the current refund process. It took effect February 24, 2026 and is authorized for up to 150 days (currently through July 24, 2026) unless extended or replaced.

What Is UPS Doing?

For shipments where UPS was the Importer of Record (IOR), UPS will submit refund requests to CBP directly on the customers’ behalf — no action is required from you. Once UPS receives the funds from CBP, they have an established process to issue refunds to payors.

Please note: according to CBP, it will take at least 60–90 days to process and deliver refunds to IORs. UPS will not be able to issue refunds to payors until those funds are received from CBP.
